Over 40 years experience, including 19 years at Bechtel Corp., specializing in electrical design and protection for power generation and distribution, including 3 years as Chief Electrical & Control Systems Engineer in Spain. Designated as the Responsible Fire Protection Engineer for four domestic nuclear generating stations. A professional engineer licensed in both electrical and fire protection engineering; an IEEE Fellow and Distinguished Lecturer Emeritus on industrial power systems design, protection, and power quality. Active in forensic engineering in the analysis of fires or failures of electrical origin; has consulted to both plaintiffs and defendants on assignments.

EXPERIENCE
At Bechtel, Mr. Love developed ground fault protection schemes (480V to 13.8 kV), with staff responsibility for design and protection of power plant distribution equipment and systems, as well as electrical generators which ranged from 4 MW to 1100 MW.. Calculated protective relay settings for major projects, and developed two 64 page Design Guides, "Distribution Systems Protection" and "Overcurrent Protection & Coordination."

Authored and presented many papers (over 30 published) for technical societies, including one paper presented in Spanish at Madrid, Spain. Mr. Love developed a 32 week training course on power systems and equipment protection, teaching this course for over 10 years at Bechtel to engineering and startup personnel. He also taught at UCLA in a program to retrain aerospace engineers. In 1995, he co-authored a  paper for presentation in Orlando at the IEEE Industry Applications Society Annual Meeting, entitled "Electro-Forensic Engineering-An Emerging Profession"  This paper has since  been printed in the February 1996 Consulting-Specifying Engineer, the March/April 1997 Industry Applications Magazine, April/May  1997 IEEE Potentials Magazine, and in the May/June 1997 IAEI NEWS of the International Association of Electrical Inspectors. Mr. Love prepared the article on AC Motor Protection for the 1999 Encyclopedia of Electrical and Electronics Engineering by John Wiley & Sons, Inc.

Within IEEE, Mr. Love has been active in preparing electrical safety/design standards known as the Color Book Series, and sponsored by the Industrial & Commercial Power Systems Department, such as Std 242- Recommended Practice for Protection & Coordination of Industrial and Commercial Power Systems (Buff Book); Std 241-Recommended Practice for Electrical Power Systems in Commercial Buildings (Gray Book); Std 399- Recommended Practice for Industrial and Commercial Power Systems Analysis (Brown Book). He authored a chapter in a standard released in 1997, Std1015, Recommended Practice for Applying Low voltage Circuit Breakers used in Industrial and Commercial Power Systems (Blue Book). He contributed to a new IEEE Std 902 Application Guide for Maintenance, Operation, and Safety of Industrial and Commercial Power Systems (Yellow Book).

Began career as a steel mill test engineer; later design engineer for a large consulting firm; then a project engineer for manufacturing alarm systems and custom control boards; operations manager, general manager, and president of proprietary electrical product manufacturer.

POWER PLANT PROJECT EXPERIENCE
Mr. Love was involved in the electrical design and/or protection of 14 fossil power plants and 11 nuclear power plants, with related substation experience; responsible fire protection engineer on four nuclear power plants.

TYPICAL EXPERT WITNESS CASES
1.  Medium Voltage (4,160 to 24,900 Volts)  Cable failures in a school  manhole  led to two separate electrical fires.  A 2nd case concerned protective device  failures which led to the destruction of a converter station for a transit system.   In a 3rd case,  a mylar balloon  touched overhead  power distribution conductors, causing arcing  and subsequent falling of the bare conductors to ground,  resulting in  human and vehicular damage.  Other cases involve metal-enclosed and metal-clad switchgear incidents of arcing to equipment and  personnel, and shocks from utility pole circuits.

2.  LOW VOLTAGE (120 TO 480 Volts)  This includes fires generally attributed to electrical origin, such as a residential fire  involving an attic furnace; a fire in a museum elevator, and a fire in a 24 story  building.  Other cases involve near electrocution due to flashover   from  "hot" electrical equipment to personnel.

3.  ELECTRIC GENERATOR FAILURES  One case concerned a generator protective relay  which repeatedly tripped off a generator when being paralleled to a utility.  In another case, the generator was destroyed, and it was necessary to determine the cause.

4.  MISCELLANEOUS  Prepared calculations on  electrical failures for cases handled by an associate, generally by determining fault energy, equipment or device ratings, or probable cause. Also metering and arbitration cases
